MANITOBA OPENS NEW BUSINESS INVESTOR STREAM PNP
Manitoba’s renewed Business Investor Stream has opened to new expressions of interest.
The Manitoba Provincial Nominee Program (MPNP) announced the stream’s opening on May 18.
The Business Investor Stream (BIS) allows Manitoba to recruit and nominate qualified business investors and entrepreneurs who have the intent and ability to start or purchase a business in Manitoba.
Manitoba’s previous business stream, the MPNP-B, was replaced by the BIS as part of a broader renewal and restructuring of Manitoba’s immigrant nominee program.
The revamped BIS has two pathways for interested foreign investors: The Entrepreneur Pathway and The Farm Investor Pathway.
The Entrepreneur Pathway allows Manitoba to recruit and nominate qualified business professionals from overseas who have the intention and financial capacity to move to the province and establish or purchase a business, or create a partnership with an existing business in Manitoba.
The Farm Investor Pathway replaces the old Farm Strategic Recruitment Initiative and allows foreign investors with farm business experience and sufficient capital to establish and operate a farm in the province.
Both pathways are linked to Manitoba’s Expression of Interest (EOI) and require applicants to first create an online profile with the MPNP.
The profiles of eligible candidates are placed in the BIS EOI pool with other eligible candidates and are assigned a score based on answers provided. Candidates are ranked according to their point total under the unique BIS Adaptability Assessment Matrix.
The highest-scoring candidates are invited to apply to the BIS in the form of a Letter of Advice to Apply (LAA). After receiving an LAA, candidates will have only 60 days to submit a complete application to the Government of Manitoba.
On Wednesday, May 23rd, 2018, the province of Manitoba announced that it is now accepting applications for the new Business Investor Stream of the Manitoba Provincial Nominee Program (MPNP). The Business Investor Stream was announced several months ago, but this intake marks the first time that the province will accept applications for these PNP streams.
THE MANITOBA BUSINESS INVESTOR STREAM
Manitoba Business Investor Stream (BIS) is a collection of immigration streams operated by the province of Manitoba. The Business Investor Stream includes two immigration streams which target foreign nationals seeking to invest significant amounts of money in the establishment of new business development in Manitoba.
Manitoba Business Investor Stream includes the following streams:
- Manitoba Entrepreneur Pathway
- Manitoba Farm Investor Pathway
Applicants who are successful through either of these Manitoba streams will receive an official provincial nomination from Manitoba. This provincial nomination makes applicants eligible to apply for Canadian permanent resident status.

MANITOBA ENTREPRENEUR PATHWAY
The Manitoba Entrepreneur Pathway is a stream of Manitoba’s Business Investor Stream which targets experienced business owners and business managers who have significant personal net worth and the ability and desire to establish a new business practice in Manitoba. Applicants through this stream will be required to invest significant funds and successfully manage the operation of a new business project in Manitoba.
MANITOBA FARM INVESTOR PATHWAY
The Manitoba Farm Investor Pathway is a stream of Manitoba’s Business Investor Stream. This stream targets foreign nationals with demonstrated experience owning and/or operating a farm and who have significant net worth and the ability and desire to invest in the establishment of a new farm in Manitoba. Applicants through this stream will be required to invest significant funds and successfully manage the operation of a new farm in Manitoba.
The Manitoba Business Investor Stream uses an Expression of Interest (EOI) system to manage applications. This means that interested candidates first must submit an EOI to the province to assess their eligibility. Only those candidates who are selected by the province will be invited to submit complete applications.
In order to submit an Expression of Interest, interested candidates must submit a completed Self-Assessment Form and Business Concept Form to the MPNP office by email. Forms and full application details are available on the MPNP Business Investor Stream website.
